This is for my Secret Pal...

To do the bangs on the Hallowig, you simply cast on 32 using backward loop, and then join in the round. Diagram A is merely saying that at the beginning of the original section where you knit 3, the first stitch will now become a purl. Thus, you will now do 2x2 ribbing all the way around (no knit 3's). I actually screwed this up on the first round and knit 3 and then continued with 2x2 ribbing. By the time I got back around, the pattern had worked itself out and the third knit stitch had become a purl.

The decreases are sort of magical in how simple they are once you get the stitch markers placed.

Clear as mud, right?

Email me, with your email address if I can clarify at all.
